The scenarios/tasks, reports of contesting groups and evaluation results will be published online as blog entries here. Hope everybody will enjoy the workshop and Yep-D 2016 will yield fruitful outcomes.

Yep-D 2016 Information Pack 3 – July 8, 2016
Dear Participant,
We have now two weeks to gather in Ankara. In the
previous information packs, we tried to establish the framework to use in Yep-D
2016. As you will recall, those information packs underlined a number of key
concepts, basic terminology as well as some key questions. In case you did not
have the chance to refresh your knowledge up to now, you still have two weeks
to go. Remember: you snooze, you lose.
This final pack is devoted to clarify the technical workings
of Yep-D. For administrative issues such as travel arrangements you can always send
e-mails or post an entry on our Facebook group timeline.
-1- During the workshop you will work in groups. Groups
will be formed by our Scenario Creator at the beginning and group members will be
shuffled after each scenario.
-2- Once the first scenario has been distributed,
the workshop begins. On average, two hours are allocated to each scenario. During
these two hours, you are supposed to read, understand, solve and report the
scenario at hand. Some scenarios will be isolated and some will be sequential.
-3- A scenario in Yep-D is simply a real or
fictional economic story about some country X-land. In that story, you will be
subject to a flood of information regarding economic activity, external
linkages, public finance, financial system in addition to information on economic
policies and the existing regulations. More importantly, whenever you face a small-open
economy, you will receive some information on global centers of finance. Not
all information will be useful: some information may be correct though irrelevant,
some may be correct though misleading and some may be totally incorrect. Consequently,
before going through your solutions, it is crucial to understand the ill-defined
problem at hand, narrow it down to workable dimensions and identify the
relevant pieces of information and data.
-4- The text of each scenario will pose some
questions for you to elaborate. Some of these will require you to predict the
outcomes of given policies where others will require new policy formulations. So
there is no single, unique, or textbook-type answers. It can even be hard to
reach a complete solution.
-5- Regardless of the type and depth of your
responses to given scenarios, you will be reporting them in a report no shorter
than a page and no longer than two pages. Given the limited space for writing, one
or two, but not three, visuals can be used to convey your views effectively.
-6- When a scenario round has been completed, your
reports will be posted to Yep-D 2016 blog. Then our examiners will begin scoring
your work with respect to certain pre-defined criteria which we call rubrics. Scoring
will continue throughout the workshop and results will be posted to Yep-D 2016
blog. Upon completion of all scenarios, scores of every participant will be
consolidated and posted to Yep-D 2016 blog.
-7- Remember that, the scenarios will be studied
without interruption for a time-span of thirty-six hours.

Yep-D 2016 Information Pack 2 – June 21, 2016
Dear Participant,
We can now assume (can we?) that you have some sense
of the terms or phrases of “policy”, “policymaking”, “holistic”, “analysis”, “synthesis”,
“GIGO”, “scientific knowledge”, “artistic dimension of policymaking”, “Ockham’s
Razor”, “parsimony”, “KISS” and “Tinbergen Rule”. Remember that these will help
you a lot while formulating and writing down your scenario solutions during
Yep-D 2016.
In this information pack, we invite you to the
fascinating world of economic data first. By the very nature of our workshop,
we tend to underline macroeconomic data, indeed. Let’s turn to our key
questions. What is data? What is the origin of this word? Is it singular or
plural? What does distinguish macroeconomic and microeconomic data? Why do we
talk about time series and cross section dimensions of data? By the way, what
is panel data? Have you ever encountered these before, possibly in your
statistics or econometrics courses? What do you understand when one talks about
the dissemination of data? What is a dissemination calendar? Is it a real-time
process?
Second, we turn our attention to forecasting of
economic variables. Consider the most popular of such an exercise: How can we
sense the upcoming pace of economic activity? If I say the growth rate of
Turkish economy will be 8% in 2016, would you trust my forecast? Why? Why not?
Should every forecast be based on econometric analyses? If not, what can you
cite as alternative tools? You know about forecasting now. What about
backcasting or nowcasting? Do you thing judgment is a crucial element of
forecasting?
Third, we have a list of economic concepts for you
to review. These are the fundamental economic relationships and laws: (1) Fundamental
Identity of Macroeconomics, (2) Phillips Curve, (3) Expectations-augmented
Phillips Curve, (4) Quantity Theory of Money, (5) Okun’s Law, (6) Taylor Rule,
(7) Uncovered Interest Parity (8) Zarnowitz Rule. Without proper reference to
those it would be almost impossible to generate reliable forecasts of an
economy. By the way, are accuracy and precision the same things?

Professional life is heavily based on communications.
So is Yep-D. A significant portion of communications today takes place in
electronic environments. E-mails are important. So is how fast one pays
attention to professional e-mails. So is how properly one responds to business
correspondences. Fortunately, smart phones, tablet computers and push e-mail
notifications make our lives easier. One does not even have to check e-mails,
they pop-up. More importantly, viewing e-mail attachments are now easier than
it has ever been. There is a multiplicity of free mobile software regardless of
the mobile operating system. Consequently, it is quite easy to measure one’s
seriousness and devotion (to practically anything): those who respond to this
e-mail within five days and include the phrase “Dismal Science” in their message
body will automatically earn some bonus points in Yep-D 2016. Other than that
everybody is still supposed to send a usual confirmation. Finally, please
include your Facebook user name in your e-mails so as to be included in Yep-D
page on Facebook.

Biz bu tartışmada Karagöz’ün safındayız. Hacivat’ın hakkı yok değil, okul çok önemli, beklemek önemli, üstat önemli, sabır-sıra önemli. Ancak bunlar Karagöz’ün deneyci yaklaşımının sağlayacağı bilgiyi sağlamaktan uzak görünüyor. Otuz genci iki kademeli bir süreçle, ilgi alanlarını dikkate alarak, hakkaniyetle seçtikten ve takımlar halinde örgütledikten sonra birbirinden zorlu on adet ekonomik politika senaryosuna neredeyse molasız 36 saat boyunca maruz bıraktığımızda bakalım ne olacak dedik ve çalıştay organizasyonuna giriştik. Orta Doğu Teknik Üniversitesi İİBF Dekanlığının yer tahsisinden sonra tarih tespitini yaptık ve Danışma Kurulunu oluşturduk. Laf aramızda kalsın, kapılarını tekrar tekrar çalıp, pek çok yoracağız kendilerini. Daha sonra ise, bu yılki ilk uygulama için pilot okul olarak seçtiğimiz 21 ekonomi bölümünün Başkanlarına birer “öğrenci aday gösterme” daveti ilettik*. Buna göre her Başkandan beklentimiz, beşi üçüncü sınıf, beşi dördüncü sınıf ve ikisi yüksek lisans birinci sınıf olmak üzere toplam 12 aday göstermesi. Bu yazının kaleme alındığı tarihlerde bir yandan aday listelerini beklerken diğer yandan senaryo taslaklarının üzerinden geçiyor ve (niye yalan söyleyelim) nasıl yapsak da sponsor tabanımızı genişletsek diye düşünüp duruyoruz.
Mayıs ayının başında, irtibata geçtiğimiz her okulun aday kotasını doldurması halinde 228 adayımız olacak, biz de bir dizi sıralama ve mülakattan sonra sayıyı 15’e 2’lik bir redüksiyona tabi tutacağız. Mayıs ortasından Temmuz ortasına kadar geçecek süre zarfında eleme sürecini geçen çalıştay katılımcılarına toplam 3 bilgi paketi ileteceğiz. Üçüncü bilgi paketinin gönderilmesinden önce katılımcılar 10 takıma ayrılacak ve çalıştaya kadar geçecek sürede takım üyeleri uzaktan da olsa aralarındaki profesyonel iletişimin ilk adımlarını atacak.
23 Temmuz sabahı katılımcıların Orta Doğu Teknik Üniversitesi’ne ulaşmalarıyla birlikte 36 saatlik maraton süreci başlayacak. Rahmetli Winston Churchill’den kısmen aşırarak “kan ve irin değilse de, bolca ter ve belki biraz gözyaşı” vaat ediyoruz. Hacivat’ı utandırmak için emeksiz yemek olmayacağını ve gençlerin bunu pek ala kavradıklarını göstermek gerek. Çalıştay sonrasında ise katılımcıların kariyerleri boyunca düşünce ve deneyimlerini paylaşabilmeleri için bir “follow-up network” oluşturulacak. Hedeflediğimiz profesyonel ve teknik iletişim seviyesi yakalanabilirse belki de kendiliğinden oluşacak. Çalıştay katılımcılarının izleyen yıllardaki katılımcılara rehberlik etmeleri, böylelikle bilginin sürekli üretimine katkıda bulunmaları bizce güzel bir hayal.
Yep-D katılımcıları çalıştay programı dâhilinde küresel ekonomi ile yerel ekonomi arasındaki bağları önceden hazırlanmış gerçekçi senaryolar bazında çalışarak politika analizi, toplu karar verme ve profesyonel iletişim becerilerini ortaya koyarak geliştirecekler. Entelektüel/profesyonel tartışma, zorlayıcı kısıtlar altında karar verme ve etkili raporlama becerileri ön plana çıkacak. Katılımcılar, umudumuz o ki, davetli konuşmacıların kısa dersleri, moderatörlerin enformasyon seansları ve basının katkısıyla, yarışma benzeri bir akış içinde kendilerini keşfedecek ve kendi sınırlarının ötesine bir keşif gezisi yapmış olacaklar.
Zorluklara gelelim: Her ne yapıyorlarsa İngilizce yapacaklar, bir lisan bir insan. Kendilerine sağlanan veriyi esas alarak, ancak bilgi donanımlarında yer alan her tür aracı kullanma serbestisiyle yapacaklar. Eksik tanımlı (ill-defined) sorunlara çözüm getirmeye çalışacaklar, hatta bazı senaryolarda dezenformatif unsurlar bulunacak. Bir senaryoyu çözerken yeni veri veya bilgi güncellemeleri ile karşılaşacaklar, tüh, yarım saatlik işleri belki boşa gidecek, hadi sil baştan. Çözmek yetmez, yazmaları gerekecek, her bir çözümü bir A4 sayfanın iki yüzüne sığdırmak ve muhatabına aktarmak. Aksi belirtilmediği sürece, bir senaryo çözümünün teslim anında izleyen senaryo başlayacak. Dinlenme süresi, uyku süresi ayrılmamış. Tüm senaryolara çözüm ürettiği sürece her takım, dinlenme ve uyku ihtiyaçlarını karşılamak üzere kendi çözümünü geliştirmekte serbest.
Her senaryonun tamamlanmasından sonra ve izleyen senaryo çalışmaları sürerken, çalıştay ortamında bulunan veya uzaktan katkıda bulunacak olan değerlendirmeciler teslim edilen senaryo çözümlerini değerlendirecekler. Bu işe bulaşana uyku haram! Maratonun ardından değerlendirmeler derlenecek ve her takımın çözüm kalitesi, ortak karar verme davranışı, profesyonel duruş puanları ile bunlardan türetilecek genel puanları hesaplanacak. Sonra gelsin ödüller.

Yep-D 2016 Information Pack 1 – June 1, 2016
Dear Participant,
We have now nearly seven weeks to the Young Economic
Policy Designers workshop. As you may recall the workshop is merely about
macroeconomic policymaking and policymaking requires a sound theoretical
knowledge. We are so lucky that you have been receiving that in your
universities. Upon the standard curricula of your departments, now it is the
time to build a common knowledge base for all participants. Otherwise it might
not be that easy to foster cooperation among workshop participants. In the
following lines we will start working on it. Please note that this is not a
homework as you are not considered to be a student in Yep-D. Fulfilling the
requirements of this information pack is not optional, on the other hand, as we
will all need to have a common vocabulary on July 23rd and 24th.
You are now invited to devote the next two weeks to
refreshing your knowledge on the following. You can use any respectable
resource like your earlier textbooks, encyclopedias, handbooks, lecture notes
or web pages of respected institutions. Homework sites or ordinary blogs might
not be a wise choice. Remember that internationally renowned textbooks are the
best tie-breakers when two different resources deliver different information on
the same thing.
Let’s begin with policy. Obtain a formal definition
of policy and rewrite it in your own words. In a way, you are expected to have
your own definition. Once you are done with this, you can start elaborating the
definition of policymaking.
We believe design is an integral dimension of
policymaking. Some may argue against that view, yet a design perspective is mostly
useful to a holistic understanding. By the way, what does holistic mean?
It is often said that good analysis is essential for
reliable synthesis. So, what is analysis? What is synthesis? Do you think
synthesis is in connotation with design? How can analysis be good? What is
reliability? What is the meaning of Garbage In Garbage Out?
Can somebody develop useful policies in the absence
of sound/scientific knowledge? Do you agree with the view that policymaking is
more of an art rather than science?
Have you ever heard about the Ockham’s Razor
(sometimes written as Occam’s Razor) or any philosophical razor principle? Have
you heard about the principle of parsimony? While building a model or writing
down a project report, your professors often say Keep It Small and Simple (or
Keep It Stupid Simple). Do you observe any parallels among the key terms mentioned
in this paragraph?
You have possibly heard about Jan Tinbergen, famous
scientist, policymaker and Nobel laureate. Indeed, he visited Turkey in 1960s
and contributed to founding of the State Planning Organization. Please go ahead
and read about him. At one point, you will encounter and read about the
Tinbergen Rule. What does the Tinbergen Rule say? Is it a strict rule or more
of a principle? We believe you will somehow benefit the rule during Yep-D, do
you agree?

we avoided highlighting or underlining words, terms or phrases. Please feel
free to research and inquire.
